Miley Cyrus's stage antics at the MTV EMAs have sparked an investigation.

When the 20-year-old singer and professional headline-grabber took the stage Sunday at the Ziggo Dome in Amsterdam to accept the Best Video award for her hit single "Wrecking Ball," she proceeded to open her Chanel purse, pull out a half-smoked hand-rolled cigarette, and fire it up. And while it's unclear whether the substance she was smoking was tobacco, marijuana, or her old fave salvia, Dutch authorities are now looking into whether the country's smoke ban was violated.

"We received complaints about smoking which was also seen on television. We have to investigate," Tjitte Mastenbroek from the National Food and Consumer Authority told news site AFP on Tuesday. "We will shortly be meeting the Ziggo Dome's management to check what exactly happened there."

To be clear, the issue isn't necessarily what she was smoking, but that she was smoking.

"There is a smoking ban in public places in the Netherlands. Employees have the right to a smoke-free environment and this includes camera and sound personnel," Mastenbroek said. "After meeting the Ziggo Dome's management we will decide whether possible steps will be taken."

Danni Damman, who is a spokesperson for the venue, told AFP that they took the smoking ban seriously and their security team is instructed to ask anyone smoking to extinguish it immediately. However, Cyrus lighting up on stage "caught us by surprise. It's not easy to interfere in a moment like that."

And while the Netherlands is known for being laid-back when it comes to their marijuana laws, it is still technically illegal. However, Dutch parliament decriminalized possession of less than 5 grams of cannabis back in 1976.

MTV later cut the bit from its rebroadcasts, opting to use footage of the crowd instead of a close-up of Cyrus inhaling. For her part she seemed to address the drama in a Twitter post, writing, "Sometimes in life you just gotta decide to not give AF."

Regardless of the outcome of the investigation, the award show won't be held at that venue next year. Each year it moves to a different city and Glasgow will be the host city in 2014.

Of course, Scotland is more of a whisky country — so celebs can toast their wins onstage with a shot of Dewar's and not cause such a stir.
